Latest news from China CNCA – Certification and Accreditation Administration.
On March 16, 2023, China General Administration of Market Supervision issued No. 10 notice of 2023, about the implementation of CCC mandatory certification on “New Regulated Products” including lithium-ion cells, batteries, power bank, portable energy storage equipment and power supplies for telecommunication terminal equipment.
The notice states that:
1．The designated certification bodies will start taking the CCC application on the “New Regulated Products” from August 1, 2023;
2．Starting from August 1, 2024, these products without the CCC approval shall not be manufactured, sold, imported or used in other business activities.
3．The designated certification bodies and testing laboratories for the “New Regulated Products” will be announced separately soon.
4．This notice only cover the lithium-ion cells and batteries used in portable electronic and electrical products. For the lithium-ion cells and batteries used in other electronic and electrical products, CCC approval will be implemented in the near future.
5．The applicable standard for lithium-ion cells and batteries is GB31241-2022. The standard GB31241-2014 will not be applicable for CCC approval.
6．For these new regulated products who bear the voluntary Chinese certification with applicable standards, it is possible to transfer the voluntary certification to mandatory certification without further testing after August 01, 2023.
GB31241-2022 “Lithium ion cells and batteries used in portable electronic equipment – safety technical specification” wasn’t adopted from IEC standards, therefore, CB report will not be accepted for CCC approval.
The basic CCC approval procedure for new regulated products are:
Testing in designated lab in China –> Factory audit conducted by designated certification body –> Issuing certificate by designated certification body
New product categories in the CCC scope are 0807, 0907, 0914, 0915.
